What this system does.
Sinergi Cilacap facilitates the planning, implementation, and reporting of CSR/TJSLBU corporate social-responsibility programmes in Cilacap Regency. The application separates three workspaces: regency administrators, government agencies, and companies. The public uses a portal to view programmes and submit proposals.
Government agencies submit activity proposals with their programmes, sectors, and target villages. Administrators verify proposals individually or in bulk, then companies select proposals to support and record their contributions. In addition to government and community proposals, companies can record independently initiated activities that still undergo administrator verification. Each stage includes notifications, attachment uploads, activity reports, and proposal completion by the government agency.
The public portal presents priority programmes grouped by pillar, activity details, annual implementation summaries, implementation by pillar and company, news, galleries, and community-proposal status tracking. Administrators also manage companies, government agencies and their accounts and passwords, officials, sectors, programmes, regulations, homepage slides, supported micro, small, and medium enterprises (UMKM), and application settings. The application is built on CodeIgniter 3 with mPDF and PhpSpreadsheet for document output, and is packaged with Docker.

Who uses which part of the application?
Three separate workspaces: regency administrators verify and manage, government agencies submit proposals and close them out, and companies select proposals to fund and record delivery. The public portal is read-only apart from community proposals.
Can a company run an activity it proposed itself?
Yes. Independently initiated company activities are recorded in the same way and still pass administrator verification, so they appear in the annual realisation figures alongside proposal-led work.
What reporting comes out of it?
Annual realisation summaries by pillar and by company, per-company transaction and delivery histories, and PDF and spreadsheet exports for the documents the regency has to file.
