SIKSCB — Social Welfare & UPTD PPA Case Management

SIKSCB (Sistem Informasi Kesejahteraan Sosial Cilacap Berdaya) is the internal application of the Cilacap Regency social affairs office, rewritten from an earlier Filament version into Laravel with Blade, Livewire, and Spatie Permission. It carries roughly 146 models and 163 migrations across service delivery, case handling, data synchronisation, assets, and performance reporting, with authorisation handled entirely through per-action permissions.

Welfare work begins with service requests and consultations, each moving through a submission, acceptance, processing, and completion workflow with status logs and WhatsApp notifications through Fonnte. Si Gentar covers street outreach, assessment, inter-agency coordination, referral, family reunification, and funeral services. Social-key synchronisation verifies PBI eligibility by cross-checking DTKS, civil-servant, property-tax, and village-official registers, queuing batch jobs to produce synchronisation proposals and PBI reactivation for the regional budget. Alongside these run KUBE and PENA economic-empowerment groups with monitoring and training, asset inventory with distribution, maintenance, detail correction and disposal, DBHCHT distribution and certification, and Lap Resik, which tracks Renja and DPA indicator targets against monthly realisation through Livewire modals.

A dedicated UPTD PPA module handles reports of violence against women and children for the women's empowerment and child protection office. Because case files are confidential, it has its own role, its own dashboard, its own access log, and data kept apart from general beneficiary records. A case carries risk assessment, staged case plans, assignment to companions and counselling sessions, health services, legal proceedings, mediation, recovery, reintegration and monitoring, plus safe-house stays with rooms, availability, check-in, extensions, and incident records. Members of the public can file a report, anonymously if they wish, and track it by ticket code; officers verify the report before it becomes a case. Visum et repertum recommendation letters are generated as PDFs, disaggregated case data exports as Excel, and a Sanctum-authenticated API with two-factor login and device management serves the companion mobile application.
